The initiative emphasizes the creation of cutting-edge information network infrastructure, including the establishment of a 5G/5G-A industrial internet ecosystem and the large-scale deployment of the national top-level node for industrial internet identifiers in the capital. The plan also includes piloting 6G test networks and fostering a center for radio spectrum technology innovation.
A centerpiece of the strategy involves developing a high-performance, integrated computing power infrastructure with a strong emphasis on intelligent computing resources. Authorities are set to accelerate the construction of the Beijing-Tianjin-Hebei "Galaxy Computing Corridor" project, which aims to deepen the convergence of computing networks and enhance coordination between computing resources and energy supply. To support data-driven innovation, the city will build high-quality data circulation infrastructure, advance the development of trusted data spaces for high-end industries, and implement an industrial data foundation initiative. A unified platform integrating data, computing, models, and applications is also planned to streamline digital operations.
The plan further calls for the deployment of green, low-carbon energy infrastructure, encouraging industrial parks and manufacturing facilities to adopt renewable energy systems such as distributed photovoltaic generation and ground-source heat pumps. This includes the construction of multi-energy complementary smart microgrids and intelligent carbon management platforms aimed at boosting the availability of green electricity. On the safety front, Beijing will promote intelligent industrial security emergency centers adapted to local conditions and enhance public production safety facilities, including smart warehousing for hazardous materials, to ensure a resilient and secure industrial environment.
