Five-Tier Deputy Collaboration Drives Lechang's Billion-Yuan Golden Plum Industry

A cross-tier alliance of people's congress deputies at the national, provincial, municipal, county, and township levels has anchored itself in the orchards of northern Guangdong, catalyzing the transformation of the golden nectarine into a thriving full-chain industry. From seedling innovation to market expansion and brand building, these efforts are fueling the region's "100 Million Project" and rural revitalization agenda.

Strategic advocacy has opened crucial pathways for the industry. Huang Xiufen, a deputy to the National People's Congress, spearheaded the creation of digital traceability archives, submitted proposals to strengthen the national cold-chain logistics backbone network, and called for the establishment of a cross-provincial platform linking Guangdong, Jiangxi, and Hunan. Her initiatives have streamlined the north-south logistics corridor, enabling golden nectarines to reach France, the UAE, and Malaysia. Cold-chain infrastructure now extends directly to orchards, lifting farm-gate prices from CNY 4.5 to CNY 10 per jin. Provincial deputy Huang Qinghua has focused on the "12221" market system, pushing for improved provincial agricultural marketing platforms and the development of both production-area brokers and sales-area procurement teams. Meanwhile, the Shaoguan Municipal People's Congress established its town-assistance base in Jiufeng Town, the primary production hub, organizing deputy-led research visits that recommend technological innovation and "agriculture plus culture and tourism" integration for tertiary industry synergy.

On the front lines, county and township deputies have leveraged their liaison stations to engage with fruit farmers directly, addressing pressing operational hurdles. To tackle the challenges of short harvest windows and perishability, deputies across Shaoguan, Lechang, and the townships drove the construction of 14 fruit cold storages across Jiufeng and Liangjiang, including three for public benefit. Collaborating with the Chinese Academy of Tropical Agricultural Sciences, they introduced pressure-reduction pre-cooling preservation technology, processing over 20 tons of fresh fruit daily and extending shelf life from 12 days to 40-60 days, benefiting more than 500 farming households. When faced with high courier costs, township deputy Xu Yao and colleagues facilitated partnerships between local wealth-building village companies and cold-chain and express delivery firms, securing 6% discounts on provincial deliveries and averaging 52% savings on inter-provincial shipping. To mitigate sales risks, deputies like Huang Tugen backed the development and production of golden nectarine juice, which has generated over CNY 1 million in revenue for the involved enterprise, while value-added products—dried fruit, fruit cakes, fruit wine, and noodle-based items—have also begun rolling out.

Technological empowerment has shifted the industry from reliance on experience to standardized production. Shaoguan municipal deputy Pan Guoping resolved the pervasive issue of fruit cracking through innovative bagging techniques, iterating on combined film-and-paper and pure paper double-bagging methods. He also introduced intelligent sorting equipment and led the drafting of the provincial-level local standard, the "Technical Regulations for Golden Nectarine Production." The Lechang Municipal People's Congress has established an expert think tank, offering field classes and quality-improvement training sessions. Township deputy Liao Xiongliang and his peers have promoted green pest control and scientific fertilization, fostering an industry-wide consensus of "no harvest before ripeness, no sale before readiness." The industry now spans 86 villages across 8 towns, with standardized planting bases expanding and fruit quality steadily climbing.

Sales and marketing integration has built a diversified distribution network. Pan Guoping, leading the Lüfeng Fruit and Vegetable Professional Cooperative, has attracted over 600 members and benefits 2,000 households, lifting the average income of more than 300 families by over CNY 7,600 each. Xue Zhonglin, operating through the Ajian Cooperative, combines offline supermarket procurement and bulk wholesale with online livestreaming e-commerce, moving over 500,000 jin of fruit annually. Village-level companies have unified purchasing, sorting, and packaging, establishing rural express collection points and fostering "new farmers" in livestream sales while training local brokers. Huang Xiufen has utilized cross-border logistics platforms to refine export-certified bases, perfecting the entire chain from customs declaration and inspection to traceability testing, successfully placing golden nectarines on shelves in Parisian supermarkets and Malaysia's MIXStore. Deputies have participated in promotional events across Beijing, Guangzhou, Shanghai, and international venues like Malaysia, France, and the US, securing fresh-fruit orders in the tens of millions of jin. The golden nectarine has been showcased at the Burj Khalifa, Canton Tower, and Times Square, doubling export volumes.

Fostering integrated development, deputies are broadening the industry's applications through an "agriculture plus culture, tourism, sports, and intangible cultural heritage" model. Their research and oversight efforts have supported the launch of homestays like Manhua 1928. Leveraging the Jiufeng floral seas and fruit corridor, they have developed the S248 Peach Blossom Boulevard, building a year-round tourism experience of "spring blossoms, summer fruit picking, autumn foliage, and winter snow play." During cycling events, the Southern Lion Open, and half-marathons, they have interwoven the nectarine brand with lion and frog-lion intangible heritage promotion, setting up exhibition stalls and fruit-picking routes to convert event traffic into tourism spending. Through the "Green Relay, Deputy Assistance" initiative, they have planted shared "People's Congress Deputy Forests" with nectarine, peach, red maple, and ginkgo trees, complete with walking paths and pavilions, harmonizing industrial growth with ecological construction.

Hard work pays off. With the concerted support of the five-tier deputies, Lechang's golden nectarine sales revenue surpassed CNY 1.3 billion in 2026.
