Jing'an District has officially inaugurated its innovative Service-as-Software (SaS) community at the JIC Jingtou Center, located at 588 Jiangning Road. This new hub operates in coordination with the district's AI Application Scenario Promotion Center and the Fudan Sci-Tech International Talent Community to create a synergistic environment for technological advancement.
The community is dedicated to aggregating SaS enterprises, with a clear focus on the dual objectives of "intelligent professional services" and "specialized software services." By prioritizing ecosystem development, it aims to establish a powerful magnet for the SaS industry cluster and a new landmark for innovation and entrepreneurship within the region.
Understanding the Service-as-Software Model
The SaS concept involves standardizing and modularizing the knowledge, practical experience, and business processes of professional service fields into intelligent software products. These products are designed to be autonomously deployable, deliver closed-loop results, and offer quantifiable outcomes, adopting a new delivery model where payment is based on service effectiveness. With the rapid iteration of AI technology and the large-scale application of intelligent agents, SaS is emerging as a new paradigm integrating the software industry with the professional services sector.
Jing'an possesses a unique dual foundation in both software information and professional services, making it naturally fertile ground for the growth of this new business format. Building an Industrial Ecosystem Within a Single Building
The SaS Innovation Community focuses on the intelligent evolution of professional services, concentrating on five key sectors: human resources, legal, financial and accounting, consulting, and advertising. It aims to gather physical SaS enterprises and create a comprehensive industrial hub that integrates scenario operations, business incubation, achievement showcasing, and resource connectivity. The community provides a full-chain service for resident companies, spanning from spatial settling and scenario matching to market expansion.
The JIC Jingtou Center, which houses the community, is developing into a vertically integrated SaS industrial space. The lower floors serve as the operational hub and enterprise cluster area, while the upper floors offer public spaces for roadshows, presentations, and shared communication. Currently, representative companies such as Zhiwei Xingyi have already moved in, with a number of prospective enterprises in active discussion. In the future, enterprises, scenarios, and demands operating on the same track can be efficiently connected within this single physical location.
Launching with Immediate Operations and the First SaS Academy Session
Coinciding with the community's establishment, the inaugural event of the Jing'an SaS Academy was also held. On September 17, the session focused on the "AI + Marketing" scenario, with Myfoot and Jushuitan sharing their practices in agent-based marketing. Several local trading brand enterprises attended to engage in exchange and matchmaking. As a key component of the community's regular operations, the SaS Academy will conduct small-scale, high-frequency training and roadshow sessions for professional service enterprises in the district, inviting leaders from industry-leading companies to serve as mentors and facilitate precise connections between AI technology and professional service demands.
Accelerating Enterprise Cultivation with Coordinated Policy and Capital
Jing'an is seizing the opportunity presented by the convergence of AI and professional services, accelerating infrastructure development, enterprise introduction, and scenario integration. The district has already formed an initial SaS industrial ecosystem, having identified and listed more than 70 key SaS enterprises, six of which have been included in the city's key enterprise database for SaS.
Among these, Myfoot utilizes its Tforce marketing large model to drive an intelligent agent platform, shifting its marketing services to a pay-for-performance model. Jushuitan empowers its e-commerce ERP with AI agents, processing over 100 million orders daily. Zhiwei Xingyi promotes the evolution of enterprise software from "recording" to "execution" using a unified semantic layer and agent platform. Yunsheng Future has launched WorkBP, an intelligent agent platform for human resources, operating on a "smart service, pay-for-results" basis. Shengtu Zhilian has developed DeepLink RE-LLM, the first vertical large model for the real estate industry, which was selected as one of the top ten scenarios for Shanghai's "Model-Shaping Shencheng" initiative in 2025. Additionally, Lianyuan Technology, incubated from the BDO system, has applied its credible AI for finance, accounting, and taxation verticals to scenarios such as tax filing and annual report audits.
To further bolster this momentum, Jing'an will introduce an "SaS Voucher" on top of its existing "Professional Service Vouchers," creating a comprehensive policy support system that integrates four types of vouchers: SaS, computing power, model, and token. The district is also planning to establish an innovation fund dedicated to AI-integrated professional services, aiming to support the growth and expansion of more SaS enterprises within its jurisdiction.
The official launch of the Jing'an SaS Innovation Community marks a new phase in the district's development of its SaS industrial ecosystem. Moving forward, the community will focus on using its physical space to host enterprises and activating demand through scenario integration. By conducting regular training sessions, roadshows, and supply-demand matchmaking events, it aims to accelerate the application and promotion of the "Service as Software" model. The ultimate goal is to create a "Jing'an Model" for the SaS transformation of professional services, contributing to Shanghai's ambition of building a world-class AI industry cluster.
