Inner Mongolia Launches 11 Specialized Support Policies to Boost Dairy Industry

Inner Mongolia has unveiled a comprehensive package of 11 targeted subsidy programs under its dairy industry revitalization initiative, covering everything from livestock farm construction to feed subsidies and processing upgrades. These measures are designed to strengthen the region's dairy supply chain from pasture to production.

01 Livestock Farm Construction Subsidies

Subsidies are available for newly built or upgraded dairy sheep, camel, and horse farms. For dairy sheep, farms adding 5,000 head to their flock receive a 2 million yuan subsidy, capped at 4 million yuan. Camel farms with a herd size ranging from 100 to 200 head and an annual milk output exceeding 20 tons are eligible for 200,000 yuan (new construction) or 100,000 yuan (upgrades); larger operations housing 200 or more camels and producing over 50 tons of milk annually can receive up to 400,000 yuan for new builds or 200,000 yuan for upgrades. Horse farms with at least 50 head and annual milk production surpassing 10 tons qualify for 100,000 yuan (new) or 50,000 yuan (upgrade) subsidies.

02 Forage and Feed Storage Subsidies

Dairy farms and farmer cooperatives not covered by the national grain-to-feed pilot program can receive 50 yuan per ton for whole-plant silage corn storage, with the autonomous region government contributing 30 yuan per ton and leagues and banners adding up to 20 yuan per ton. Each dairy cow is eligible for up to 5.5 tons of whole-plant silage corn annually, with equivalent conversions applied for other livestock, such as a 5:1 ratio for dairy sheep and specific conversion rates for hay and alfalfa silage.

03 High-Quality Alfalfa Cultivation Subsidies

Applicants who sign purchase agreements with local dairy farms and cultivate at least 300 mu of alfalfa in concentrated plots can receive subsidies. Upon passing inspections, payments of 1,000 yuan per mu are disbursed in two installments over three years, covering one full growth cycle (typically five years), with funding pooled from national and regional sources.

04 Support for Dairy Bull Breeding Development

Dairy breeding enterprises registered in Inner Mongolia and operating for at least three years with national-level bull stations, along with established research partnerships, are eligible. A 1 million yuan reward is granted to enterprises achieving national bull station status with satisfactory evaluations. Additionally, directly bred Holstein bulls entering the national top 50 rankings earn a 1 million yuan reward per bull, while those ranking 51-100 receive 500,000 yuan; dual-purpose Simmental bulls in the top 100 earn 500,000 yuan each, and Sanhe bulls in the top 5 with TPI values meeting benchmarks receive 500,000 yuan per bull.

05 Core Breeding Farm Certification Subsidies

Farms certified as national or regional-level core breeding farms for dairy cows or sheep since 2026 can receive 1.2 million yuan or 800,000 yuan in initial rewards, respectively. Starting the second year, performance testing subsidies of 500 yuan per cow and 200 yuan per sheep apply. Genome testing with chip densities of at least 50K conducted on domestic platforms is subsidized at 200 yuan per animal, with annual caps of 300,000 yuan for regional farms and 450,000 yuan for national facilities.

06 Dairy Cow Performance Testing Subsidies

DHI testing centers approved by the Ministry of Agriculture and Rural Affairs, with compliant construction and no major violations in the past three years, are eligible for subsidies. For each cow tested with at least six valid records within a lactation period, the center receives 70 yuan, with payments tied to annual task completion.

07 Sexed Embryo Promotion Subsidies

Large-scale dairy farms utilizing sexed embryos from cows with high genomic selection indexes can receive tiered subsidies per transplanted embryo: 1,500 yuan for GTPI 2700-2850 or GCPI 2600-2650, 2,500 yuan for GTPI 2850-2900 or GCPI 2650-2700, and 3,500 yuan for GTPI above 2900 or GCPI above 2700, provided conception rates exceed 40%.

08 Sexed Semen Promotion Subsidies

Large-scale farms using sexed semen are compensated at 120 yuan per pregnant cow through a post-verification payment system.

09 Local Specialty Dairy Product Upgrades

Enterprises constructing new facilities or upgrading from small workshops to obtain food production (SC) licenses since 2026 receive a one-time 500,000 yuan reward, while small workshops entering designated industrial parks get 100,000 yuan.

10 Loan Interest Subsidies for Dairy Farms

Farms with loans from banks or local financial institutions for purchasing feed ingredients like silage corn, alfalfa, and other forages can receive interest subsidies calculated at 70% of the one-year loan prime rate, capped at 2%, with an annual maximum of 2 million yuan per entity and a maximum subsidy period of five years.

11 Integrated Dairy Farming and Processing Support

Livestock operations, including those raising Holstein cows, Jerseys, Simmental cattle, and Sanhe cattle, that develop integrated processing for products like sterilized milk, powder, pasteurized milk, fermented dairy, cheese, and local specialties since 2026 can receive subsidies based on actual fresh milk processing capacity. The subsidy is up to 1,000 yuan per ton, with a maximum of 5 million yuan per operation, comprising 4 million yuan from central funds and 1 million yuan from regional funds. Applications proceed from county-level agricultural departments through verification, public announcement, and league-level review, with a minimum 20% random inspection by the regional department before funds are disbursed.
