Offshore Wind Grid Connection Project in Shantou, Valued at Over 8.3 Billion Yuan, Faces Delayed Approval Timeline

A recent public notice has revealed a postponement in the approval schedule for a major offshore wind power transmission venture in Guangdong. The Shantou Development and Reform Bureau released a pre-approval public notice on September 4th regarding the extension of the approval for the onshore section of the Shantou Offshore Wind Power Chaoyang Landfall Point Centralized Transmission Project.

According to the notice, the onshore portion of this project is situated in the outer ocean areas of Dakougu and Hongdong within Haimen Town, Chaoyang District, Shantou City. This initiative represents the onshore component of the larger centralized transmission system for the No. 3 site in the eastern Guangdong maritime zone, occupying a substantial land area of 294,575 square meters.

The project's scope includes the construction of a single onshore flexible HVDC converter station with a total capacity of ±500kV/6000MW. This will be achieved by combining three separate flexible DC units, each rated at ±500kV/2000MW. Additionally, the development plan incorporates a novel energy storage facility with a capacity of 450MW/900MWh within the project site.

With a total investment reaching 8,357.2 million yuan, the construction phase is scheduled to extend over a period of 43 months. The project is being developed by Shantou Offshore Wind Power Co., Ltd., a joint venture entity with a specific ownership structure. The company is capitalized with China Resources Power New Energy Investment Co., Ltd. holding a 51% stake, Beijing Jingneng Clean Energy Power Co., Ltd. owning 43%, and Shantou Investment Holding Group Co., Ltd. retaining the remaining 6% share.
